Numerous people saw the bird. I believe Dave Patton, Paul Conover, and Mac Meyers also saw the bird to name a few.

 

Light conditions (position of bird in relation to shade and to direction and amount of light):

Bird was in bright sunlight and also in shadows at various times.

 

Optical equipment: 

Swrovski 8x30 binoculars in good shape

 

Distance to bird(s): 

As close as 100 feet and as far as 200+ feet

 

Duration of observation:

various but once for about 5 minutes

 

Habitat: 

mostly in non live oak trees of medium size throughout the refuge

Behavior of bird: 

bird was mostly feeding and in fact watched it eat what appeared to be a catapillar. Also saw it resting and preening and flying to different areas a couple of times.

Description:

Bird was an adult with red-orange head, yellow body, and black wings and upper back and tail. White wing bars. Most likely confusing species would seem to be a moulting summer tanager but the distinct separation of red head and yellow body and the black wings make the id good
